Regulatory notes

Methanol = D001 (ignitable) and F003-listed (40 C.F.R. §261.31). Derived-from rule keeps reclaim residues hazardous — recycling must run through a permitted facility.
Commodity paths exist: §261.4(a)(24) transfer-based recycling · §261.4(a)(27) remanufacturing (names methanol) · §261.2(e) legitimate recycling. NM adopts via 20.4.1 NMAC.
NM is RCRA-authorized. NMED Hazardous Waste Bureau: 505-476-6000.
Liability shield: SCC never possesses material, never signs a manifest, no EPA ID. Broker contract needs indemnification + no-warranty-on-characterization clause; arranger liability only if SCC knowingly brokers mischaracterized waste. 50% deposit.

RCRA bulk data carries no per-facility waste codes. Every recycler must confirm F003/D001 acceptance via a waste profile per deal — do not assume acceptance from a permit number.
